Gradually equitize the SOCBs in a prudent manner, to ensure stable socio- economic conditions and safety of the banking system. Permit the foreign investors, particularly the banks with financial, technology, management capacity and reputation to buy the shares of Vietnam‘s commercial banks. Over the long term, the State only needs to hold controlling or large shares in a few equitized SOCBs, depending on the specific condition of each bank and the needs for management, safety and efficient operation of the banking system, so as to further integrate the market and discipline principles in commercial banks‘ operations; Fundamentally renovate the management mechanism with respect to the SOCBs and other credit institutions. Accordingly, the credit institutions truly have autonomy (in finance, operation, management, organization structure, personnel). They are also fully selfresponsible for business performance and operation in a transparent, equal legal framework. This is based on separating the functions of a central bank and governance of the SBV from the business function of the credit institutions, separating the tasks of State‘s financial agencies from those of State Bank of Vietnam (SBV). Apart from governance, the relationship between SBV and credit institutions is also an economic one on the basis of pursuing market principles, transparency, elimination of subsidies, privileges, bias and business monopolies. The SBV has a key role in establishing a favorable environment for operations of money market and banking system by promulgating the regulations, policies, regulating the money market and monitoring the safety and implementation of the regulations in such operations
