Luận án Tác động của rủi ro tín dụng đến hiệu quả kinh doanh của các ngân hàng thương mại Việt Nam

Đối với ngân hàng nước ngoài: tạo điều kiện và khuyến khích các TCTD nước ngoài góp vốn, mua cổ phần của các TCTD Việt Nam, đặc biệt là các TCTD yếu kém để cơ cấu lại các TCTD này thông qua các hình thức như: hoàn thiện các qui định pháp lý về việc góp vốn, mua cổ phần của nhà đầu tư nước ngoài tại các NHTM theo hướng cho phep các nhà đầu tư nước ngoài được sở hữu trên 20% vốn điều lệ của các NHTM. Trong năm 2013, NHNN tiến hành triển khai tái cơ cấu trên phạm vi rộng hơn ở tất cả các nhóm ngân hàng theo đúng Quyết định số 254 và quy định của pháp luật. Tất cả các TCTD đều phải xây dựng phương án tái cơ cấu trình NHNN phê duyệt. Triển khai đồng bộ, quyết liệt các biện pháp cơ cấu lại các TCTD cùng với điều hành linh hoạt chính sách tiền tệ, tăng cường quản lý thị trường tiền tệ. Vì thế, trong 8 tháng đầu năm 2013, an toàn của hệ thống TCTD được bảo đảm, nguy cơ gây đổ vơ, mất an toàn hệ thống đã được giảm dần, khả năng chi trả của các TCTD được cải thiện, tài sản của Nhà nước và tiền gửi của nhân dân được an toàn, chi trả đầy đủ, kịp thời, kể cả ở một số NHTM cổ phần yếu kém phải cơ cấu lại.
