Thus, we can say that equality in investment activities are considered "habitat" of the business. A good investment climate, ventilation will create favorable conditions for the operation of enterprises in general; reverse investment environment was "polluted", is the more problem, limited business development. Competitive investment environment. Competitiveness of the investment environment is the comparison of different investment environment in the same criteria. Investment environment changes not only between countries but even within one country. However, in the same country, regional environs tend to vary; and this will directly affect economic activity and foreign investment. The government’s capacity is also one of the factors to be considered because it can affect to such factors as geographical location, natural resources, weather but the government has a strong influence to ensure property rights, the regulatory and taxed (both inland and at the gate), satisfaction level of infrastructure, the operation of financial markets, the phenomenon of corruption and many other factors. This depends largely on the operating capacity and moral quality of the team leaders of the country. Legal administrative environment Legal system is one very important factor which plays a crucial role in creating the look of the investment environment. The meaning of the research investment environment To study the investment environment in host countries in improving economic environment, speeding up the process of integration between regional and universal economy, the selection strategy should be undermined in order to attract investors. Many countries implement economic strategies that create and open an economic environment. These factors stimulate and attract investment from a country; that it must be established and perfected and should be adjusted continuously by the receiving country the investment and goodwill of both parties resulting an economic engine. For a better understanding, a conceptual model was used to guide the researcher in conducting this study. The study employed the Input – Process - Output model. The first frame, which is the input, indicates the value of the existing of brand image through these factors: Form of investment, Sector of investment, environment in Tuyen Quang Province in terms of the following factors: Political; legal - administration; geographic location and infrastructure; Economic and financial; Labor. The second frame, which is the process, indicates the data gathering, evaluation through questionnaire checklist, analysis and interpretation of data. The third frame, which is the output, indicates the determined investment prospect yielding to a developed Tuyen Quang province. Chapter 3 RESEARCH METHODOLOGY This chapter discusses the research design, the firms‘ sample size and sampling technique, the description of respondents, the research instrument, the data gathering procedures and statistical treatment of data used by the researcher. Research Design In this study the researcher employed the descriptive method of research; it is the appropriate method in determining the perception of firm about brand image of Tuyen Quang province. Descriptive statistics were used to have an accurate portrayal of strengthening the brand image. This method was employed in this study because it is a fact – finding scheme designed to enable a researcher to adequately and accurately interpret collected data, as well as the result or findings. Population, Sample size and Sampling Technique In this study, the population was composed of 33 ongoing investment projects managed by 33 directors. The population of all these 33 directors served as the respondents. That is investor have licensed investment certificates. Time since the government promulgated the general investment law effect in 2006. Description of Respondents Respondents of the study were 33 directors handling investment projects in Tuyen Quang Province. Their responses described the present investment environment in the province as well as the prevailing problems. Research Instrumentation The researcher utilized the questionnaire as the main instrument for data gathering. The questionnaire collated in groups and ranked on a five point type scale to measure the perception investors about the investment environment in Tuyen Quang province. The self- made questionnaire was tested and validated. This was used as primary data collection device. It consisted of two parts: Part I: Investors information - Elicit the respondent’s profile that includes the name, age, gender, position in the company, type of business firms, type of business ownership, nature of business, business size, investor's location and capitalization. Part II: Investment environment information - Contain the questions accessed and evaluated by the respondents on investment environment in Tuyen Quang province. In realization of this research, the proponent constructed a survey questionnaire obtaining the necessary data on the variables indicated in this study. In addition, the researcher retrieved data from documentations which were provided by the investors. Unstructured interview was also conducted by the researcher to the respondents while in the process of administering the questionnaire. Data Gathering Procedure The researcher used a combination of questionnaire and interviews in acquiring information from the respondents. It sought other needed information from books, published and unpublished local and foreign studies and from the internet. In the actual conduct of the research, the researcher did the following procedures: Primarily, questionnaire was designed as the main data gathering instrument of this research. The researcher sought the advice and guidance from experts in the process of designing and developing the questionnaire in ensuring the validity and reliability of the data gathering instrument. The researcher also administered unstructured interviews during the actual distribution and collection of questionnaire. To present the sequence of findings of the study, the discussions were arranged according to the stated problems: Part I. Type of Business Ownership of the respondents Figure 2 shows the distribution of respondents in terms of the type of business ownership in Vietnam. Company shares firm occupied the top spot with 14 respondents or 42.42% among the respondents. Joint venture firm landed at second with 11 respondents or 33.33% as eight respondents came from limited corporations with 24.24% of the total respondents. Nature of Business 63.64% 24.24% 12.12% Industrial sector Tourism Agricultture Figure 3 . Nature of Business Figure 3 shows the distribution of respondents according to their nature of business. Projects in the industrial sector hit rock solid with 21 respondents or 63.64%. Respondents from the tourism sector placed second with a frequency count of eight or 24.24% while respondents working in the agriculture sector relayed a frequency count of four or 12.12% from the total respondents. It can be construed that the industry sector is the chief sector in Tuyen Quang province. Business size 6.06% 54.55% 39.39% less than 15 billion VND over 200 billion VND 15-200 billionVND Figure 4. Business Size Figure 4 shows the distribution of respondents in terms of business size. 16 respondents have assets ranging from 15 to 200 billion VND accounted for 54.55% of the respondents. Coming in second are respondents having assets of more than 200 billion VND with a frequency count of 13 or 39.39 while only two respondents represent less than 15 billion VND projects or 6.06% from the total respondents. Through the data, it is construed that the majority of projects of the enterprises in the province has 15-200 billion capital. Investor's Location 90.91%; 9.09% domestic foireign Figure 5. Investor's Location Figure 5 presents the distribution of respondents in terms of investor’s location whether it is domestic or foreign. In the province of Tuyen Quang, majority of the respondents have domestic projects comprising of 30 investors or an overwhelming 90.91%, while only three respondents have the project for foreign investment or 9.09%. It can be opined that domestic investments dominate the province attraction of foreign investment (FDI) in the province is very minimal. Part 2. PERCEPTION THE PRESENT INVESTMENT ENVIRONMENT. The respondents agreed that the investment in the province is fairly significant in terms of political environment. Open foreign policy and political stability should be worked out in order to carry the objectives for foreign investments. It implies that the policy environment of the province is relatively good, and investors have the confidence of the investment policy environment of Tuyen Quang province. These are issues that Tuyen Quang gradually reforms to improve the investment environment of the province. The respondents agreed with a general weighted mean of 2.94 that the indicators of geographic location and infrastructure environment are significant towards foreign investment. These are issues that Tuyen Quang gradually reforms to improve the investment environment of the province. Through surveys of consulted companies, the geographical location and infrastructure investment in the locality, the following are the interview contents: What factors have affected production and business growth, project owner, said as follows: - Having a favorable geographic location, near major markets is 2.94%, investors Assess the level is quite important. - Distance to the sea and airports by Ang investors assess the level of 3.0% achieved relatively good. - The natural resources of the province, investors interested in the evaluation of 2.61%, demonstrating the province's resources are increasingly depleted. - The Telecommunications; Internet: A highlight is the telecommunication industry in Tuyen Quang has many tries, coverage and mobile telephone networks continue to expand, more BTS installation, quality and information improved network better; but the quality is at the phone, not a stable place. - Electricity: Notably, power supply is not stable, continuous power outages caused extraordinary difficulties for business, travel power has not been frequently reported before. - Roads: According to the investor, the road system is not yet convenient. reached relatively 2.94% - Parks, industrial clusters: Currently the province has formed a major industrial zones and five industrial sectors in individual districts. however the current state of industrial parks is not the ground, bent low occupancy rates reached 2.7% - Schools, Vocational training for workers in the province reached 3.09, and 2.97% is relatively good. However, the vocational training is only a number of common trades, no specialized training. Overall, the general weighted mean of this category is 2.74 which implies that the economic environment and financing of the province is relatively good, and investors need more mechanisms and policies on economic and financial in the implementation of investment projects in the province of Tuyen Quang. Overall, the general weighted mean of 2.74 indicates a fair evaluation and only implies that the working environment of the province is relatively fair. Chapter 5 SUMMARY, CONCLUSIONS AND RECOMMENDATIONS This chapter presents the summary of the research, the findings, the conclusions and the recommendations to further improve investment environment in a prospect for the development of Tuyen Quang province. The descriptive research was employed in this study having 33 respondents. A survey questionnaire was developed and employed to serve as the principal source of data. Summary of Findings The following findings were noted from the result of the study: 1. The investors’ profiles in Tuyen Quang Province There were 33 forms distributed and all of these were retrieved. From the total number of respondents, 14 firm are company shares, occupying 42.42 %, Most respondents have projects in the industrial sector obtaining 63.64% from the total respondents. This can be seen that Tuyen Quang is favorable for the development of processing industry of construction materials mining. On domestic investment projects and foreign investment projects investment in the province of Tuyen Quang shows that projects of domestic investors has 30 investors, accounting for 90.91%. Through the data, the researcher found out that the attraction of foreign investment (FDI) in the province is very limited. Projects ranging from 15 to 200 billion are the majority among respondents in terms of their business size, 54.55%. Through the data, the researcher discovered that the projects of the enterprises in the province is 15-200 billion of capital from the majority and say the project size is not large. 2. The present investment environment in Tuyen Quang Province The investment environment is not attractive and strong enough to compete against some localities in the region. Postal infrastructure, telecommunications and information technology in the province compared with the country is still weak. The investment for infrastructure in key tourist areas, industrial parks, remote areas were not given sufficient attention. Work clearance, compensation and resettlement of land acquisition for projects discourage the investment. Improving investment environment lacks of synchronization, because of the absence of strategy to attract investment in social capital. Conclusions Along with the expansion and diversification of economic cooperation and international diplomatic activities to attract investment in a foreign country and plays an important role in economic development strategy - social Vietnam, Tuyen Quang province in general and particular. Combined with the capital and other resources, FDI will contribute to implementing the tasks of building Tuyen Quang became the first industrial city in 2020. But how to attract more investors to Tuyen Quang is the question not only for policy makers and local. On that basis, the dissertation "enhance the investment environment in Tuyen Quang province: the prospects for economic development" was formed and resolved the following: 1. Research focuses on the scientific reasoning relevant to the investment environment, the characteristics of investors, the potential and advantages in building and improving investment environment from which to draw lessons of experience in attracting capital investment to the province of Tuyen Quang. 2. Situation analysis of elements in environmental investment activities to attract investment capital of Tuyen Quang province to determine the strengths and potential opportunities of Tuyen Quang in parallel with the existing finding and challenges in the investment environment to gradually improve administrative environment - legal, environmental infrastructure and working environment, economic environment - financial ... also pointed out the challenges for domestic and foreign investors to invest in province Tuyen Quang about the existence and difficult decisions made on projects in the province. 3. From the actual situation on the investment environment and issues in the decision making of investors, the subject has taken the recommended steps to improve investment environment, the solution Suggest completed the first environmental friendly designed to promote private activities to attract to the principal in time to social and economic development in Tuyen Quang province . Recommendations: The complete solutions group investment environment to attract investment economic development in Tuyen Quang province. 1. Solutions to improve management mechanisms-administrative procedures a) Solutions to improve the management mechanism - Define clear determination to implement its "open economy", by just going in this direction, the economy of the city and break the pen can be developed, which clearly define the role of investment importance in the modernization period in the current phase of the province. + Focus healthy development and business operations of the industry is strong availability of capital to face a strong economy for the local. The projects need to meet the conditions of objective information, location, implementing partners and forms of investment, raw materials, markets, infrastructure, human resource supply level. + To attract high-tech industries, advanced technology to operations in the industrial zones, especially the Long Binh An Industrial Park, but must ensure safety to the surrounding environment. Development of ancillary industries. + Manage the overall planning and long-term tourism development, types of tourism, which calls for investment in tourism has international stature, serving the needs of tourism development activities, as well as meet demand for recreation and entertainment for foreign investors. - Improved dynamic and proactive leadership.
