                    Nhà nước cần đưa ra các văn bản qui định về việc nhập khẩu QAĐQSD. Không
nên để tất cả các sản phẩm quần áo đã qua sử dụng là hàng hóa cấm nhập khẩu, mà nên
có sự phân loại về phẩm cấp, chất lượng của sản phẩm, qui định loại nguyên liệu sản
xuất của quần áo, nơi sản xuất, năm sản xuất. Điều này giúp cho việc quản lý và xử lý
rác thải thời trang hiệu quả hơn, tránh tình trạng nhập khẩu rác thải mạo danh dưới dạng
là quần áo đã qua sử dụng mà không thể còn sử dụng được nữa vào Việt Nam. Bên cạnh
đó cũng ưu tiên những sản phẩm mà nguyên liệu dệt may được sản xuất từ nguyên liệu
hữu cơ có thể dễ dàng phân hủy hoặc tái chế không gây ô nhiễm môi trường khi phân
hủy. Các qui định về giấy chứng nhận đảm bảo xử lý vi sinh, xư lý y tế các bộ quần áo
đã qua sử dụng của nước xuất khẩu.
Tiếp đến cần có các qui định trong việc phân loại và xử lý các sản phẩm sau nhập
khẩu. Các sản phẩm này cần phải tiếp tục được xử lý vệ sinh đảm bảo đủ tiêu chuẩn, an
toàn cho người xử dụng trước khi được đưa ra thị trường để tiêu thụ ở chu kỳ tiếp theo.
Có thể gọi là các giấy chứng nhận đáp ứng đủ yêu cầu về mặt chất lượng và y tế
